THE LOCAL GOVERNMENT UNIT OF CALAMBA, MISAMIS OCCIDENTAL ATTENDED THE THREE (3) DAY TRAINING/SEMINAR ON DISASTER RISK AND MANAGEMENT AT CAGAYAN DE ORO CITY
The world today now experienced more natural calamities like earthquakes, floods, hurricanes, landslides, tornados, tsunamis and volcanic eruptions. A natural calamity destructs the environment, lives of so many people and especially the economy of a country. Worldwide now experienced disasters.
Aside from natural calamities, the world also experienced the so called climate change, and people from all walks of life are paying attention to the solution. Leaders all over the world worked hand in hand to take actions of the problem due to climate change and natural calamities. The Local Government Unit of Calamba, Misamis Occidental in cooperation and coordination with the Department of Interior and Local Government – Region 10, Office of the Civil Defense – Region 10 and the Regional Disaster Risk Reduction and Management held the three (3) Day Training/Seminar on Disaster Risk and Management last June 20-22 at Cagayan de Oro City.
Municipal Officials spearheaded by Municipal Mayor Dr. Luisito B. Villanueva, Jr., MNSA, Municipal Vice Mayor Jesus C. Enerio, Members of the Sangguniang Bayan, Municipal Agriculture Officer, Municipal Architect, Municipal Budget Officer, Municipal Engineer, Municipal Planning and Development Coordinator, Municipal Treasurer, DepEd District Supervisor, Bureau of Fire and Protection and the Barangay Captains headed by Association of Barangay Captain President and Sangguniang Bayan Member Hon. Ezel T. Villanueva attended the 3 day Training/Seminar.
The main focus of the seminar was of climatic changes, floods, landslides, hazards, awareness, preparedness and community response especially the role of the Local Government Unit, Government and the Barangay Officials during disasters.
The resource speakers of the said seminar were Ms. Hazel L. Occena - LGOO V of Department of Interior and Local Government (DILG)-Regional Office, Regional Director Carmelito A. Rufo of Office of the Civil Defense Region 10, Mr. Ricardo A. Mercado of Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) DOST - Regional Service Division – Mindanao El Salvador City, Misamis Oriental, Mr. Marcial P. Labininay- Seimologys of Philippine Institute of Volcanology and Seismology (PHIVOLCS)-DOST, Cagayan de Oro Seismic Station, Department of Environment and Natural Resources (Mines and Geosciences Bureau-Region 10) and Mr. Gain Paul de Barras of the Provincial Disaster Risk Reduction and Management Council. The seminar aims to improve the understanding of the importance of awareness and preparedness when a disaster happens. Learning from the magnitude 9.0 earthquake that hits Japan and followed by a deadly tsunami last March 11, 2011 that kills thousands of lives and massive destruction of properties in the Northern Part of Japan, the seminar provides a helpful knowledge and understanding in addressing or managing disaster risks.
Calamba is one of areas prone to other types of geohazards in the Province of Misamis Occidental. Last June 10, 2010, the Mines and Geosciences Bureau (MGB) conducted a field assessment of the 19 barangays of Calamba, Misamis Occidental. The field assessment focused on both the landslide and flood susceptibilities of the barangays. Barangay Singalat has moderate to high landslide susceptibility, Barangays Libertad, Mamalad and Siloy have moderate landslide susceptibility as well as parts of Barangay Singalat, Barangays Bonifacio has low to moderate landslide susceptibility as well as parts of Barangay Siloy, the rest of the barangays have none to low landslide susceptibility. In terms of flood susceptibility, the barangays were defined in terms of the depth and frequency of flooding.
The Barangay Captains were advised to create Barangay Disaster Coordinating Council (BDCC). While in the Municipal Level the creation of Municipal Disaster Risk Reduction and Management Council (MDRRMC) plays an important role in disaster risk management. The MDRRMC will be headed by a Local Chief Executive (LCE).
During the distribution of the Certificates of Participation, DILG-Region 10 Regional Director Loreto T. Bhagwani, MNSA, CESO IV personally awarded the Certificates to the seminar participants. The participants were honored to meet the DILG Regional Director. Furthermore, Director Bhagwani handed the award to Municipal Mayor Villanueva wherein the LGU of Calamba is of the 15th LGU's awardees for Good Housekeeping or Excellence Performance in Governance facilitated by the Department of Interior and Local Government (DILG).
The output of the seminar will be a big help for the Local Government Unit especially to the Barangays in the prevention and preparedness during natural and man made calamities.
