Title Two, Chapter 1, Section 440 of the Local Government Code of 1991 on the Role of the Municipality stating that:
…the municipality, consisting of a group barangays, serves primarily as a general purpose government for the coordination and delivery of basic, regular and direct services and effective governance of the inhabitants within its territorial jurisdiction…
FUNCTIONAL ROLE OF THE MUNICIPALITY IN THE PROVINCIAL AND REGIONAL DEVELOPMENT
The role of Misamis Occidental in the Regional Development is to promote agri-based food/production for domestic and, international and commercial consumption.
In support to this, Calamba is the strategic point of trade and commerce of the five municipalities of Misamis Occidental, comprising: Plaridel, Lopez Jaena, Baliangao, Sapang Dalaga and Conception. As a predominantly agricultural area, the community has much to offer. It has an abundant supply of coconut as the main product. The existing cash crops, root crops, vegetables and other production are not limited in a backyard scale, giving priority response to the economic condition of the farmers and its family. With the increase of farm production, it can supply the whole province for domestic needs. Its surplus will either be used as raw materials for other by-products and can supplied throughout the province and the region as a whole.
The on-going reforestation activities of the denuded areas are expected to produce trees of commercial value. The municipality also has a large deposit of sand and gravel for infrastructure support. With these resources, the municipality will actively contribute to the socio-economic upliftment of the life of the people, hand –in-hand with the private sector/organization.
